Rinsing rice is not just about rinsing off dust. The thin layer of starch on the grain of rice is what makes cooked rice cloudy and sticky, and it requires a few rounds of rinsing until the water runs clear. The textured bottom of this bowl from Joyce Chen is specifically for that purpose: when you stir the rice, the grains rub against the knobs and against each other, and the starch releases faster.
The bottom is angled so that the bowl can be tipped forward to drain the water without the rice coming with it. The holes are large enough for water to flow freely but close enough together to retain rice and vegetables.
